Cargo planes return to Canada without pandemic equipment

Cargo planes chartered by the federal government to deliver personal protective equipment from China were forced to leave Shanghai without the shipment on board. Delays caused by a spike in cargo flights meant delivery trucks couldn't get to the Canadian plane on time.
