Coronavirus outbreak: Who qualifies for essential workers' wage top-up and who is deciding?

Prime Minister Justin Trudeau announced the federal government, provinces and territories will spend up to $4 billion to top up the wages of essential workers in the COVID-19 pandemic.

Global News' Abigail Bimman looks at how this agreement is structured and how ultimately the provinces will determine who qualifies for this essential workers wage top-up.

Bimman also discusses Trudeau's statement that he doesn't agree with recent comments about the oil industry from other federal politicians that "oil is dead."
