I'm reaching out because Google will be required by law to deduct US taxes from payments to creators outside the US as early as June 2021.
Why is this happening?
Google has a responsibility under Chapter 3 of the US Internal Revenue Code to collect tax information from all monetising creators outside the US and deduct taxes when they earn income from viewers in the US.
For creators outside the US, your earnings will be considered royalties from a US tax perspective when we update our Terms of Service later this year. This may impact the way that your earnings are taxed and, if required by US law, Google will deduct taxes.
What do I need to do?
You'll need to submit your tax info in AdSense for Google to determine the correct amount of taxes to deduct, if any apply.
Please submit your information as soon as possible. If your tax info isn't provided by 31 May 2021, Google may be required to deduct up to 24% of your total earnings worldwide.

How will my earnings be impacted?
All creators have unique tax situations and there are several factors that determine if your revenue will be impacted:
Monthly revenue from viewers in the US
If you want to see your channel's revenue from viewers in the US, access the revenue report in YouTube Analytics and apply a geography filter.
Your tax withholding rate
If you provide a tax form, the withholding rate will be 0–30% of monthly US earnings.
The tax rate depends on whether your country has a tax treaty with the United States. In order to claim treaty benefits, you'll have to provide a taxpayer identification number (TIN). Learn more here.
If no tax information is provided, your tax rate may default to the higher individual backup withholding rate (24% of total earnings worldwide).
