Whats that vibrating noise? - 5th Gen 4Runner Prinsu roof rack and cargo basket install

We installed a new 5th gen 4runner full length no drill Prinsu roof rack, with a cargo basket attachment on the back.
Initially when I first installed it, we had some vibrating noise like crazy, went to google to no avail so I started playing with the valence adjustments and came to a couple (obvious) realizations.
